As a well-established surgeon who is a local to Edinburg, Texas, Dr. Rios brings a strong background in aesthetic surgery to South Texas, inspired by his own father’s distinguished and celebrated career.

Founding the Rios Center for Plastic Surgery

Dr. Rios helped establish the prestigious Rios Center for Plastic Surgery with his father, plastic surgeon Dr. Luis Rios, Sr., in the 1970s. Together, father and son built the Rios Center, which has become the destination surgery capital serving the Southern Texas area. McAllen and Brownsville recognize Dr. Rios as the area’s “favorite plastic surgeon”, and he has received the McAllen Chamber of Commerce Best Small Business Award. Dr. Rios was also past president of the Texas Society of Plastic Surgeons.

Education and Training

His impressive education includes academic experience that spans elite institutions from the Southwestern Medical School right here in Texas to Harvard and beyond. After earning his Bachelor’s degree in biology at Harvard and his medical degree at Southwestern Medical School, Dr. Rios served a residency at the University of California, where he became the Chief Resident of Surgery. He then completed a fellowship in hand surgery at Baylor College of Medicine.

Board Certification

As a surgeon who is board-certified by the American Board of Plastic Surgery, Dr. Rios is active in plastic surgery research and has made presentations at both the national meetings of the American Society of Aesthetic Plastic Surgery and the American Society of Plastic Surgery.

Awards and Honors

On June 14, 2012, Dr. Rios was awarded the Regional Academic Health Center Outstanding Faculty Member award. As a faculty member, Dr. Rios has taught the next generation of doctors who train in the Rio Grande Valley. The Regional Academic Health Center (RAHC) is comprised of over 200 community physicians who are actively engaged in the education of medical students and residents. Faculty members are selected based on their medical specialties, expertise, years of experience, professional achievements, and their willingness and ability to teach.

A True Expert with a Big Heart

With an esteemed background and impressive repertoire, Dr. Rios is also universally lauded for his winning personality, dedication to service, and ability to swiftly put anyone at ease with humor and relatability. Dr. Rios served as a board member of the McAllen Boys and Girls Club and an assistant scoutmaster for Boy Scouts of America Troop 68, and established the Harvard Club of the Rio Grande Valley. He plays the piano and classical guitar, is an avid jogger and reader, and loves dogs.
